Who lobbies the Senate?
Since October 2025, lobbyists filed 1,700 communication reports naming a senator, reaching 125 of them. Senator Todd Lewis tops the list with 87 reports from 67 different organizations.
Bills pass through the Senate too, and lobbyists know it. Every communication with a senator about a registrable subject must be reported to the Registry of Lobbyists within 15 days of the month's end. How this is counted
- Reports, not meetings. A communication report names every public office holder in the room, so one meeting with three senators is three rows here, one per senator. Each report counts once per senator, from October 2025 to the latest refresh.
- Consultant and in-house reports both count, because the senator is what is being ranked. The “via consultants” column is the share filed by hired lobbying firms rather than an organization's own staff.
- Names are merged. Registrants type senators' names by hand (“Peter M. Boehm”, “Peter Boehm”); spellings are merged by surname and initial, and the most-used form is shown. A senator who retired during the window still appears if they were lobbied in it.
- Only the Senate. A report where the title says “Senator” but the institution is not the Senate of Canada is not counted.
