160 of the 2,000 consultant lobbyists registered since January 2025 (8%) once held a designated public office. Jim Karygiannis, a former Member of Parliament at House of Commons, leads them with 39 MP meetings in the past year.

“Designated public office holder” is the registry's own flag for former ministers, MPs, senators, ministerial staff, deputy ministers and other senior roles. Meeting counts run from October 2025 to the latest build. Method below.

How this is counted

  • Who is on the list. Every registration asks whether the lobbyist previously held a public office and whether it was a designated one. This page uses that flag as filed. It is the lobbyist's own declaration, checked by the Commissioner's office, not our judgment.
  • The five-year rule. The Lobbying Act bars former designated public office holders from consultant lobbying for five years after leaving office, unless the Commissioner grants an exemption. The end dates here are as the lobbyists reported them; an end date inside five years does not by itself mean a breach.
  • Consultant lobbyists only, for the same reason as the most active lobbyists page: in-house reports do not name the person in the room. Former office holders who lobby in-house for one employer are counted in the headline number only when they are also registered as consultants.
  • Meetings are communication reports naming a Member of Parliament or Parliamentary Secretary among those lobbied. Reports with ministers, staff or public servants only are not counted.
