I will remind members of two different things. Normally, during debates, members are not allowed to cross between the Speaker's chair and the mace on the table. This area cannot be crossed. The second matter is on Standing Order 16(2), which is very clear. During proceedings of the House, members cannot cross between the person who is speaking and the Speaker's chair, and there was a member who did it. Not doing this makes it simpler for me to see if the light of a particular member is on, and now with the advent of television, it also makes sure that a member is not seen crossing on camera, which could spoil the use of that particular image and the speech a member is giving or the responses. I want to remind members that Standing Order 16(2) still applies during Private Members' Business. Also, members have to be in their chair to be recognized, especially members who are next up to speak. That being said, resuming debate, the hon. member for Lethbridge.
For the right of reply, the hon. member for Etobicoke Centre has the floor.
I have to interrupt the member to remind him that he cannot use the Prime Minister's name in the chamber. Refer to him by his title. I invite the member to finish.
The question is on the motion. If a member participating in person wishes that the motion be carried or carried on division, or if a member of a recognized party participating in person wishes to request a recorded division, I would invite them to rise and indicate it to the Chair.
Pursuant to Standing Order 98, the division stands deferred until Wednesday, October 21, at the expiry of the time provided for Oral Questions.
